
Redefine group foster care in Ohio by building stable, loving, trauma-informed homes where uncertainty is replaced with consistency and every youth feels loved, safe, supported, and deeply rooted in belonging.

Strengthen Ohio’s capacity to serve youth in permanent care by establishing and scaling a trauma-informed residential model, prioritizing stability, which creates the foundation for growth, allowing youth to develop emotional regulation, life skills, educational success, and leadership capacity while building lifelong connections that empower them to thrive independently and succeed in adulthood.

Maintain a 90% or higher placement stability rate by significantly reducing unplanned moves, with any transitions occurring only when a higher level of care is clinically necessary. Ensure at least 85% of youth demonstrate measurable growth in core life skills, educational or employment engagement, and emotional regulation within their first year of placement, while improving National Youth in Transition Database (NYTD) outcomes for youth in care and those who have emancipated.
